Undergraduate Applicants

We welcome international students to apply to the following programs:

English Proficiency Examination Requirements 

If your secondary education was completed outside the U.S. in a country where English is not the primary language, you must submit scores from an approved English proficiency exam, regardless of your residency status.

Please have your international college transcripts evaluated by a NACES-approved translation service such as World Education Services (WES).

Graduate Applicants

International Applicants

The School of Nursing’s Division of Advanced Nursing Practice welcomes applications from international students. We encourage you to explore the resources available through Rutgers Global – International Students and ScholarsPlease note: Our programs do not qualify for F-1 or J-1 visa sponsorship. Applicants should ensure that they hold or are eligible for another visa type before applying.

English Language Proficiency (ELP) Requirements 

Proof of English Language Proficiency 

All applicants—regardless of U.S. residency status—must provide proof of English language proficiency if their bachelor’s degree (and master’s degree, if applicable) was earned outside the United States in a country where English is not the primary language

Rutgers Graduate Admissions accepts several standardized tests to determine the English language proficiency of international applicants. 

Note: Score reports must be from tests taken within two years of the semester for which you are applying and must be sent directly from the testing agency to Rutgers. 

Scores submitted by applicants themselves are considered unofficial and may not be reviewed.

Accepted Tests and Minimum Scores 

TOEFL (Internet-Based Test & Home Edition) 

Minimum scores for admission consideration: 

  • Writing: 22 
  • Speaking: 22 
  • Reading: 21 
  • Listening: 17 

International English Language Testing System (IELTS) 

  • Minimum overall bandwidth score:

Duolingo English Test (DET) 

  • Minimum overall score range: 120–130 

ELP Test Exemptions 

Applicants may request a waiver of the English proficiency test requirement if they have completed their entire degree at an institution where English is the principal language of instruction

To be considered for a waiver, documentation must be provided on official institutional letterhead and either: 

  • Clearly stated on your official transcript, or 
  • Included in an official letter sent directly to Rutgers from your institution (typically from the University Registrar). 

Requests for waivers are reviewed on a case-by-case basis
