Rutgers University participates in the State Authorization Reciprocity Agreement (SARA), which establishes comparable national standards for interstate offering of postsecondary distance education programs. Schools in SARA member states (49 states, D.C., Puerto Rico, U.S. Virgin Islands) can offer courses to students in other SARA states/territories without individual state approvals. However, programs that lead to licensure must disclose if their curriculum meets requirements for the student’s specific state of residence at the time of admission. Please see the Rutgers University Professional Licensure Disclosure website for this information.

For prospective applicants, please contact the Admissions office if your current state of residence is not listed to find out if this information is currently being pursued. Students already enrolled in one of our programs that lead to licensure must disclose if they change state residence during the program so we can evaluate if and how this may affect your ability to obtain licensure in that state. Please contact your Program or Specialty Director as soon as possible if you are considering or have already moved to another state that is different from your state of residence when you applied.

Primary State of Residence (PSOR) 

The Primary State of Residence (PSOR) is the state you designate as your legal residence. This designation is used for compliance and authorization purposes. 

Documentation used to verify your PSOR may include, but is not limited to: 

  • Driver’s license  
  • Federal income tax return  
  • Voter registration  

Only one state may be designated as your primary state of legal residence. 

Is Your PSOR Outside of New Jersey?

If your PSOR is outside the state of New Jersey and you are applying or enrolled at the Rutgers School of Nursing, please use the “Approved States for Experiential Learning” list above to check on the authorization in your state of residence. 

Rutgers School of Nursing is able to place students in approved clinical sites within states where our faculty are licensed and state-specific Board of Nursing approval has been obtained. Please speak with your Program or Specialty Director to discuss approved sites. Relocating to an unauthorized state before or during the program may affect your ability to obtain an approved clinical experience in your state of residence or continue enrollment. 

Students who wish to have a clinical site approval in a state outside of New Jersey must make this request with their Program or Specialty Director at least 12 months prior to the start of the clinical experience; the request does not guarantee that the site will be approved. Students with a compact nursing license who live outside of New Jersey do have the option to complete their clinical experiences in New Jersey.

BS in Nursing Licensure Disclosure

This program was designed to satisfy educational prerequisites for RN licensure in the state of New Jersey. It has not been determined whether educational prerequisites to licensure would be satisfied in other states. If you plan to seek licensure in a state other than New Jersey, consult with the appropriate board of nursing to ensure compliance.

Graduate Programs Licensure Disclosure

Rutgers School of Nursing strives to continually update its curriculum to satisfy advanced practice nursing licensure and certification requirements in as many states as possible. However, due to the ever-changing regulatory landscape, Rutgers School of Nursing advises prospective students to consult with the board of nursing in their home state—or the state in which they intend to be licensed—to ensure any program they are considering satisfies appropriate state licensure and/or certification requirements.

Clinical Site Requirements 

The state authorization disclosures on this webpage are for informational purposes and do not supersede existing policies and procedures at the School of Nursing and the Office of Clinical Placement Coordination regarding student enrollment or clinical placements. As set forth in the  Student Handbook, including those who live outside of New Jersey, may be required to attend a clinical site in a state other than their resident state and/or to travel, depending on the availability of suitable sites. Graduate students residing outside of New Jersey should also be aware that, in very rare instances, to complete the clinical requirements of a degree, students may be required to relocate to New Jersey to complete their clinical course rotations.
