Lucille Joel is a Distinguished Professor at Rutgers-the State University of New Jersey, and was Director of the Rutgers Teaching Nursing Home for over fifteen years. Dr. Joel has served as President of the American Nurses Association, and the New Jersey State Nurses Association, and as First Vice-president of the International Council of Nurses (ICN) headquartered in Geneva.  She is Past-president of CGFNS International, the organization that evaluates the educational and practice credentials of health care workers who wish to migrate to the United States on an occupational visa; and was the founding President of the International Center for Nurse Migration, a joint venture between ICN and CGFNS. Dr. Joel held official status as ICN’s representative to UNICEF and the UN until 2017. She has also served as a member of the Executive Council of New Jersey AARP.

Dr. Joel is active in local and state government. She is currently holds appointment to the New Jersey Board of Nursing, and is chair of the Board’s Committee on Education. She has been a member of the Community Oversight Board of New Bridge (formerly Bergen Regional) Medical Center for over fifteen years, and chairs the sub-committee on quality in long-term care. She has held appointment to the Health Care Administration Board of the State of New Jersey, among other ad hoc appointments in the Department of Health and Senior Services, including the recent Committee on Post-partum Depression.

Dr. Joel is author of Psychiatric Nursing: Theory and Practice, Dimensions of Professional Nursing and The Nursing Experience, and Advanced Practice Nursing, published by McGraw-Hill and FA Davis respectively.  Advanced Practice Nursing received an American Journal of Nursing Book of the Year Award. Dr. Joel is an international advisor to the American Journal of Nursing, and an editorial advisor and manuscript reviewer to Nursing and Health Sciences and Nursing Outlook.  

Dr. Joel has been a professional-technical advisor to the Joint Commission on the Accreditation of Health Care Organizations, and chaired the FDA’s steering committee on nursing and medical devices.  She has served as a board member to the Computer-based Patient Record Institute and as ANA’s liaison to CMS in work on quality and case mix reimbursement for long-term care. Dr. Joel was also a member of the USDHHS Commission on the National Nursing Shortage.

Lucille Joel is the recipient of many honors including honorary doctorates from Villanova, Georgetown, Thomas Jefferson, and the Medical College of Pennsylvania/Hahnemann Universities.
