What signatures are required before a proposal is submitted to a funding agency?
The procedure for grant proposal submission requires that the proposal be signed by the principal investigator/project director and in some instances, the Associate Director of the Research Office - Newark. Additionally, an endorsement form must be signed by (1) the principal investigator/project director, (2) the Director, College of Nursing's Office of Research and (3) an authorized representative of the University, i.e., the Associate Director of the Research Office - Newark. If the proposal is being submitted to a foundation or private corporation, the signature of the College of Nursing's Development Officer must also be obtained on the endorsement form. Other than the CON-Research Office, which office on the Rutgers-Newark campus can offer information & assistance with proposal submission (pre-award)? The Research Office -Newark can provide assistance. They can offer the principal investigator/project director advisement and information on internal procedures, guideline interpretation and agency compliance issues. Additionally, you are encouraged to take advantage of their funding search capabilities. Research Office-Newark currently possesses both on-line and hard copy sources of funding. How should I proceed if an agency does not allow an indirect cost charge in a proposal budget?
Rutgers University has a federally negotiated indirect cost agreement with the US Department of Health and Human Services. Therefore, all federal and most state agencies honor our indirect cost rate charges on grants and proposals. On occasion, certain private foundations or companies will not allow indirect costs to be charged on a proposal or award. In this case, the principal investigator/project director will need to obtain either a copy of the guidelines noting the exclusion of indirect costs or a statement from the funding agency.These should be provided to the Director of the Office of Research. If a written directive cannot be obtained from the granting organization, the Director, in collaboration with the principal investigator/project director, will contact Jacqueline Cornelius, Director, Research Office – Newark. This should be accomplished before the proposal is submitted to the funding agency. Please be advised that ORSP-Newark Campus cannot sign the proposal until a waiver of indirect cost is obtained.

What is the deadline for submission of human subjects review (full committee, expedited, or amendment)?
The Institutional Review Board (IRB) for the Protection of Human Subjects in Research meets monthly, except during August, when there is no meeting. Investigators requesting full or expedited review of a protocol should submit the IRB application and all relevant attachments to the IRB office no later that the 12th of the month immediately preceding the IRB meeting at which it will be reviewed. For example, submit by May 12 for the June IRB meeting. The IRB meets monthly except in August, when there is no meeting. Protocols submitted for full review between June 12 and August 12 will be reviewed at the September meeting. However, the expedited review process continues without interruption throughout the summer.Applications for exemption are accepted throughout the month, and reviewed on a rolling basis. There is no disruption of the exemption review process in the summer.
